What does EN 54-16 compliance mean for voice alarm systems?

In a fire, what gets people out of a building is not a siren tone but a clear voice telling them what to do. Research shows that evacuations guided by voice messages proceed noticeably faster and in a more orderly manner than scenarios where only sounders are activated. This is why voice alarm systems are governed by a dedicated family of standards.

EN 54-16 is the product standard covering voice alarm control and indicating equipment (VACIE). The difference between an ordinary public address (PA) system and an EN 54-16 certified system lies not in the sound coming out of the loudspeakers, but in the system's continuous self-monitoring: amplifier failures, open or short circuits on loudspeaker lines, microphone capsule faults and power supply problems must be detected within seconds and indicated on the panel.

The standard also demands redundancy. A standby amplifier must switch in automatically, the system must keep operating through a mains outage on an EN 54-4 compliant power supply and battery bank, and integration with the fire detection panel must run over monitored lines. On the loudspeaker side, EN 54-24 certified products and fire-resistant cabling with ceramic terminals are part of the whole.

What compliance means in the field

EN 54-16 compliance may look like a certificate on paper, but its real-world counterpart is scenario management: phased evacuation. In high-rise buildings and densely occupied facilities such as shopping malls, rather than emptying the entire building at once, the fire floor and adjacent floors are evacuated first while a stand-by announcement is broadcast to the other zones. These zone-based scenarios can only be configured with confidence on a certified system that is supervised zone by zone.

The final criterion is intelligibility. It is not enough for an announcement to be heard; it must be understood. Speech Transmission Index (STI) measurements should be carried out during commissioning, and loudspeaker types and layout adjusted accordingly in reverberant spaces. In Turkish legislation, the Regulation on Fire Protection of Buildings makes voice alarm systems mandatory in certain building classes; writing EN 54-16 compliance into the specification protects the operator both during inspections and in a real evacuation.
